On their upgrade fee page, for example, up until this week, it specifically called out the $40 price for 2-year contracts, but now no longer mentions it. Going forward, existing customers will have to choose between device payment plans or buying phones at full retail.

The phone’s full retail price is divided into 24 equal monthly installments, with each payment being added to your monthly cell plan bill.
